The Scottish Executive’s SPP1,
issued November 2002, identifies the key priorities for the planning
system. Development plans are required to support the Scottish Executive’s
commitment to integrate the principles of sustainable development in
its policy agenda and set out in ‘Choosing Our Future -
Scotland’s Sustainable Development Strategy’, which was
published in 2005.
Enabling sustainable development requires co-ordinated action, combining
economic competitiveness and social justice with environmental quality,
design and integrated transport. This requirement is supported by the
need for community planning and best value to contribute to sustainable
development.
In order that the replacement structure plan accords with good practice
and to ensure policies were developed in a robust manner, a Sustainability
Appraisal was undertaken in tandem with the plan preparation. This is
an iterative process designed to assess if the plan adequately addresses
sustainable development. A Group was set up with members from a wide
range of bodies and with an independent facilitator and adviser to carry
out this work.
An important aspect of a Sustainability Appraisal lies in the transparency
of the scrutiny undertaken and in order to facilitate this the outcomes
of the Group’s work are published on this website. If you would
